英国学生签证担保人及学生英语语言要求说明

2011年6月15日：第四层级针对担保人及学生英语语言要求的说明 继近期公布针对申请计分制第四层级学生签证者英语语言能力要求的变化之后，英国边境管理局制作了以下文件，以进一步说明对学生及担保人的相关要求。

英国学生签证最新信息- 2011年7月更新Following the changes introduced on 21 April, todaydetails of the next set of changes have been published. These revised ruleswill come into effect on 4 July 2011.

继4月12日出台的新政策，今天下一阶段的变化也已经公布。这些改变将于2011年7月4日生效。

The changes being made today include:

今天公布的变化包括：

restricting work entitlements to those studying atHigher Educational Institutions (HEI) and publicly funded Further Educationcolleges only;只有高等教育院校(HEI)和公立延续教育学院的学生享有课余工作的权利；

restricting the sponsorship of dependants to thosestudying at post-graduate level at an HEI and then on a course lasting for 12months or longer, and Government sponsored students on courses lasting 6 monthsor longer;

只有在高等教育院校(HEI)学习且时间超过12个月（包含12个月）的研究生，以及政府资助且时间超过6个月（包含6个月）的学生可以带家属陪读；

requiring institutions to vouch that a student’s newcourse represents genuine academic progression;

担保院校需要保证学生将升读代表真正学术进展的新课程；

ensuring that maintenance funds are genuinelyavailable to the applicant, by introducing a declaration on the visaapplication form;

申请者必须真正拥有赴英留学所需的资金，并在签证申请表上签署声明；

the commitment to publish a list of financialinstitutions that we consider, on the basis of experience, do not verifyfinancial statements to our satisfaction in more than 50% of a sample of cases;

超过50%的资金证明抽样检查不满足要求的金融机构名单将被列出；

introducing a streamlined application process for lowrisk nationals applying to attend a course at a highly trusted sponsor;我们将启动一套针对低风险国家的申请“高度信任担保机构”课程的学生的快速签证措施；

extending the list of courses for which students mustreceive Academic Technology Approval Scheme (ATAS) clearance;

需要“特别专业许可证（ATAS）”的课程名单将有所增加；

restricting the ability to deliver accountancycourses accredited by the Association of Chartered Certified Accountants (ACCA)to those sponsors accorded platinum or gold status by ACCA;

只有特许公认会计师公会（ACCA）的“白金级或黄金级的认可学习伙伴”才能提供相关的ACCA认可的会计课程；

clarifying the position of overseas universities withcampuses in the UK.在英国设立校园的海外大学的定位将被进一步说明。

We recognise the important contribution thatinternational students make to our economy and cultural life and to making oureducation system one of the best in the world. The UK Government’s aim is notto stop genuine students coming here – it is to eliminate abuse and focus onthe high quality, high value sectors.

我们承认国际学生对英国的文化和经济带来的重要贡献，同时也帮助我们的教育系统成为世界领先。英国政府并不是要阻止真正的学生来英国——而是希望减少对该签证系统的滥用，并确保我们的教育是高质量高价值的。

Equally we want only the highest qualityinternational students to come to Britain. We want genuine studentsto study at genuine institutions, whose primary purpose is providing afirst-class education. We want students to study for qualifications that willhelp them in their home countries, not as a route to live and work in the UK.

同样我们也希望优秀的学生来英国留学，希望真正的学生在真正的院校学习。我们希望学生在英国所获得的学历和知识技能可以帮助他们在自己的国家发展，而非在英国工作或居留。

The changes being introduced on 4 July are part of asuite of changes. I will write to you again with details of any furthermodifications that affect Tier 4 as I remain very keen we work with you ontheir implementation.
